La Cooperación Sur-Sur y el Liderazgo Político en América Latina: Análisis desde las relaciones bilaterales Colombia-Brasil del 2010 al 2018

Abstract

El presente escrito tiene como objetivo establecer los efectos sinérgicos que la Cooperación Sur-Sur (CSS) tuvo para Colombia y Brasil en el periodo 2010-2018, y su relación en la consecución de liderazgo Político en América Latina. Para ello, en un primer momento se caracterizara la CSS de ambos países a través de la revisión documental, luego las sinergias de Colombia y Brasil según su agenda bilateral de CSS estableciendo las áreas en las que más cooperan a partir de sus intereses comunes y el papel que juegan en esta materia (Donante/Receptor/Doble Vía), posteriormente se relacionará la Cooperación Sur-Sur de Colombia y Brasil con las categorías que Nolte (2012) y Ardila (2012) denominan como potencia regional y potencia regional secundaria y cómo esta relación facilita la consecución de liderazgo regional de ambos países; y finalmente se plantearan las conclusiones respectivas sobre el tema. Lo anterior a luz del constructivismo social, bajo el concepto de identidad construido alrededor de la CSS y el liderazgo de ambos sudamericanos. The objective of this document is to establish the synergistic effects that South-South Cooperation (SSC) had for Colombia and Brazil in the period 2010-2018, and its relationship in achieving Political leadership in Latin America. To do this, at first the SSC of both countries will be characterized through documentary review, then the synergies of Colombia and Brazil according to their bilateral SSC agenda, establishing the areas in which the most cooperate based on their common interests and the role they play in this matter (Donor / Recipient / Double Track), later the South-South Cooperation of Colombia and Brazil will be related to the categories that Nolte (2012) and Ardila (2012) call as regional power and secondary regional power and how this relationship facilitates the achievement of regional leadership for both countries; and finally the respective conclusions on the subject will be raised. The foregoing in light of social constructivism, under the concept of identity built around the CSS and the leadership of both South Americans. Especialización
