Esta investigación esta basada en los aspectos relevantes frente a las situaciones presentadas en las entidades publicas donde se exponen los hechos y particularidades con respecto al personal que desarrollan funciones en cada una de las áreas, teniendo en cuenta el tipo de vinculación a las entidades como lo son funcionarios de planta y contratistas de prestación de servicios. Ya que estos dos tipos de vinculación presentan situaciones especiales que relacionan las diferentes percepciones en cuanto al desempeño y desarrollo de las tareas, dando resultados directos de productividad entendiendo la diferenciación en cada uno de los perfiles, es por tanto que también se abarca el tema del perfil de liderazgo frente a los cargos directivos, de acuerdo al resultado que se ha arrojado frente a la investigación, es importante entender la manera en que su directiva puede afectar el ambiente organizacional siendo el líder quien debe actuar como persona imparcial frente a las problemáticas y desacuerdos que existen en dichos ambientes, por tanto es fundamental describir y entender el papel que debe realizar la persona líder en cada uno de los cargos, teniendo en cuenta naturaleza que manejan las entidades publicas en cuanto a la rotación de personal frente a los perfiles de los contratistas y la evaluación de desempeño siendo una herramienta clave para la eficiencia del personal de planta de una entidad publica. This investigation is based on the relevant aspects of the situations presented in public entities where the facts and particularities are exposed with the personnel that perform functions in each of the areas, taking into account the type of relationship to the entities such as they are public server and contractors. Since these two types of contracts, they present special situations that make different perceptions regarding the performance and development of tasks, giving direct results of productivity understanding the differentiation in each of the profiles, it is therefore that the subject of leadership profile in front of the managerial positions, according to the result that has been thrown in front of the investigation, it is important to understand the way 4 in which their directive can affect the organizational environment being the leader who must act as an impartial person in front of the problems and disagreements that exist in these environments, therefore it is essential to describe and understand the role that the lead person must perform in each of the positions, taking into account the nature that public entities handle in terms of staff rotation compared to the profiles of contractors and performance evaluation being a key tool for efficiency for de public servers of a public entity.
