Abstract

El presente artículo se fundamenta en los resultados de la investigación sistema de intervención policial en eventos privados masivos en la ciudad de Bogotá (SIPEM), que tiene por finalidad establecer las funciones que debería desarrollar la Institución en este tipo de eventos para no alterar su perfil constitucional de mantenimiento del orden público y la tranquilidad de la sociedad. El diseño metodológico, se fundamentó en un enfoque cualitativo, un método de acción participación y tres herramientas de recolección: fichas RAI, entrevistas semi estructuradas y grupos focales; la selección de la muestra se dio por muestreo no probabilístico de tipo. Los principales resultados estuvieron relacionados con el fortalecimiento de la legitimidad policial, las funciones preventivas y de control, el orden público, la seguridad y convivencia ciudadana, la seguridad privada, las labores de asesoría y acompañamiento, la imagen institucional y la carga burocrática; asimismo, se propone la creación del Sistema de intervención policial en eventos privados masivos en la ciudad de Bogotá (SIPEM) para focalizar la actuación de actores intervinientes para la recuperación de la legitimidad policial en la anticipación, prevención y contención de manifestaciones de delincuencia, criminalidad e incivilidad presente en la ciudad de Bogotá.

This article is based on the results of the investigation called the framework of action of the National Police in the attention of private events with agglomeration of the public in the city of Bogotá, whose purpose is to establish the functions that the Institution should develop in this type of events so as not to alter its constitutional profile of maintaining public order and the tranquility of society. The methodological design was based on a qualitative approach, a participatory action method and three collection tools: RAI records, semi-structured interviews and focus groups; the selection of the sample was by non-probabilistic type sampling. The main results were related to the strengthening of police legitimacy, preventive and control functions, public order, citizen security and coexistence, private security, advisory and accompaniment tasks, the institutional image and the bureaucratic burden; likewise, the creation of the Police Intervention System in massive private events in the city of Bogotá (SIPEM) was proposed to focus the intervention actors intervention for the recovery of the police legitimacy in the anticipation, prevention and containment of delinquency manifestations, criminality and incivility present in the city of Bogotá.
