La dependencia del agua y los recursos naturales sumado al tendiente crecimiento de la población mundial, han hecho que convirtamos a las fuentes hídricas en centros de desagüe de residuos domésticos e industriales, hasta el punto donde la riqueza biológica que se tiene, que se ha visto alterada dramáticamente. En Colombia al igual que en la mayoría de países que poseen grandes recursos biológicos, se ha abusado de estos por generaciones y con las actuales regulaciones a nivel mundial para el cuidado de los mismos, los diferentes gobiernos que ha tenido el país, se han establecido políticas y leyes que permiten la protección y el control de los recursos hídricos, específicamente en cuanto al vertimiento que se realiza a las fuentes hídricas, se habla de los artículos 79 y 80 de la Constitución Política de Colombia de 1991, donde se establece que es deber del Estado proteger la diversidad e integridad del ambiente, conservar las áreas de especial importancia ecológica y fomentar la educación ambiental, para garantizar el derecho de todas las personas a gozar de un ambiente sano; así como planificar el manejo y aprovechamiento de los recursos naturales, para garantizar su desarrollo sostenible, su conservación, restauración o sustitución.[1]
The dependence on water and natural resources added to the growing growth of the world population, have made us turn water sources into wastewater disposal centers for domestic and industrial waste, to the point where the biological wealth we have, which has been altered dramatically. In Colombia, as in most countries that have large biological resources, these have been abused for generations and with the current regulations worldwide for the care of these, the different governments that the country has had, have been established policies and laws that allow the protection and control of water resources, specifically in terms of the discharge that is made to water sources, we talk about articles 79 and 80 of the Political Constitution of Colombia of 1991, which states that it is the duty of the State to protect the diversity and integrity of the environment, to conserve areas of special ecological importance and to promote environmental education, to guarantee the right of all people to enjoy a healthy environment; as well as planning the management and use of natural resources, to ensure their sustainable development, conservation, restoration or replacement.
