Las comunidades indígenas como parte de las minorías étnicas de Colombia son jurisdicciones especiales que deben recibir desde todo punto de vista, tal tratamiento. El aporte de estas comunidades a la cultura y al cuidado de los recursos naturales en las zonas que habitan, merece reconocimiento, así como también al igual que sus gentes. El etnodesarrollo es una posibilidad factible que les va a permitir fortalecer su cosmovisión y ver su propio mundo de manera que como indígenas reconozcan su potencial empresarial, que noten que sus lugares sagrados son fuente de abundancia y vida y sepan que están inmersos en recursos renovables, los cuales tienen múltiples maneras de usarse en su favor. Un indígena capacitado para mejorar su persona y entorno se proyecta ante el mundo con alternativas organizacionales gerenciales que le permiten enseñar y orientar a las nuevas generaciones ancestrales hacia la actualidad, al existir voluntad para hacer realidad la política pública para el crecimiento de estas comunidades permite que todo el territorio de Colombia prospere, porque los indígenas son parte de nuestra cultura y por ende parte de nosotros. Por lo anterior es posible reconocer que, así como los indígenas Emberá reconocen sus sitios sagrados como aquellos lugares donde yace la vida, también es una obligación para nosotros reconocer en ellos una oportunidad para buscar estrategias para desarrollarnos junto a ellos como comunidad.

The indigenous communities as part of the ethnic minorities of Colombia are special jurisdictions that must receive from all points of view, such treatment. The contribution of these communities to culture and the care of natural resources in the areas that inhabit it, deserves recognition, as well as its people. Ethno-development is a feasible possibility that will allow them to strengthen their worldview and see their own world so that as indigenous people recognize their business potential, they will notice that their sacred places are a source of abundance and life and know that they are immersed in renewable resources, which have multiple ways to be used in their favor. An qualified indigenous to improve his person and environment is projected before the world with managerial organizational alternatives that allow him to teach and guide the new ancestral generations to the present, since there is a willingness to make public policy for the growth of these communities a reality all the territory of Colombia prosper, because the indigenous are part of our culture and therefore part of us. Therefore, it is possible to recognize that, just as the Emberá indigenous recognize their sacred sites as those places where life lies, it is also an obligation for us to recognize in them an opportunity to look for strategies to develop together with them as a community.

Es pertinente asociar la política pública para la protección de las comunidades indígenas con la oferta estatal en materia de Etnodesarrollo teniendo siempre presente la consulta previa.

Proponer estrategias a implementar por el Estado que favorezcan el progreso de las comunidades indígenas de Dabeiba en materia de etnodesarrollo.
