Abstract

A partir de los conocimientos adquiridos en el curso de Especialización en Alta Gerencia en la facultad de Economía de la Universidad Militar Nueva Granada, hice un breve estudio general sobre las características de las empresas del Estado y sus deficiencias en aspectos relacionados con la administración. Al respecto, encontré que la administración pública colombiana presenta dos facetas en donde se revela su ineficacia. Por una parte, el hecho de que a los puestos de dirección llegan personas sin las mínimas condiciones para desempeñar los cargos de alta dirección, cuando su nombramiento es la consecuencia del pago por favores políticos; y por la otra, cuando a los puestos de dirección llegan personas que carecen de experiencia para desempeñar un cargo de dirección en la administración pública. From the knowledge acquired in the course of Specialization in Management at the Faculty of Economics of the New Granada Military University, I made a brief general study on the characteristics of state enterprises and weaknesses in aspects of administration. Colombian public administration has two facets where its ineffectiveness is revealed. On the one hand, the fact that management positions reach people without the minimum conditions for the posts of senior management, when his appointment is the result of payment for political favors; and on the other, when management positions reach people who lack experience to perform a leadership position in public administration.
