El concepto de hacinamiento como el manejo del mismo, tiene una tradición característica en la región latinoamericana, el presente documento pretende acercarse a la observación del fenómeno administrativo utilizado por las instituciones encargadas del proceso y se atreve a compararlo con iniciativas aproximadas en otros contextos; no pretende juzgar dichos procesos sino por el contrario mirar viabilidades como caso de estudio.
The concept of crowding as the handling thereof, has a typical tradition in the Latin-American region, the present document tries to approach the observation of the administrative phenomenon used by the institutions in charge of the process and dares to compare it with initiatives brought near in other contexts; it does not try to judge the above mentioned processes but on the contrary to look at viabilities as case of study.
