Abstract

El Sistema Penitenciario y Carcelario colombiano ha evolucionado conforme al cambio de los sistemas mundiales; entre los avances más importantes se encuentra la implementación de la Cuenta Matriz Internos y el fortalecimiento de los Expendios para lograr que la población privada de la libertad no utilice dinero al interior de los centros penitenciarios y carcelarios. Este documento, pretende explicar brevemente como ha sido esta ardua labor adelantada por el Instituto Nacional Penitenciario y Carcelario – INPEC. Comparada con otros países, especialmente de América Latina, Colombia ha establecido unos parámetros claros frente a la administración de los recursos de los reclusos; sin embargo, se debe fortalecer el Sistema Penitenciario y Carcelario, especialmente en lo referente al Talento Humano.

The Colombian Penitentiary System and has evolved according to changing global systems; among the most important developments is the implementation of the Internal Matrix Account and strengthening stores to ensure that persons deprived of liberty do not use money inside the penitentiaries and prisons. This document aims to explain briefly how this hard work was done by the National Penitentiary and Prison Institute - INPEC. Compared to other countries, especially in Latin America, Colombia has set clear parameters in the administration of the resources of prisoners; however, should strengthen the Penitentiary and Prison System, especially with regard to human talent.
