Abstract

El presente documento muestra la reflexión frente a la importancia del control interno en el comportamiento ciudadano y autoridades, la teoría de las ventanas rotas fue un inspirador de la Policía Nacional como el primer responsable de la convivencia y seguridad ciudadana en la capital Colombiana, referenciando experiencias de otras ciudades y teorías importantes para la implementación del Plan Nacional de Vigilancia Comunitaria por Cuadrantes (PNVCC) luego de su consolidación fue el Modelo Nacional de Vigilancia Comunitaria por Cuadrantes (MNVCC), haciendo ver la indiferencia, la falta de cultura ciudadana, solidaridad, educación, respeto por el prójimo y otros aspectos como generadores de inseguridad, siendo contrarrestada cuando la comunidad y la Policía Nacional se unen y aplican el control interno adquiriendo así el compromiso de trabajar de una manera ordenada y mediante la implementación de los diferentes parámetros se pueden llegar a disminuir los delitos que aquejan a la ciudadanía. This document shows the reflection off the importance of internal control citizen behavior and authorities, the broken windows theory was an inspiring National Police as the first responsible for the coexistence and security in the Colombian capital referencing experiences from other cities and important for the implementation of the National Plan of Community Policing by Quadrants (PNVCC) after consolidation theories was the National Model of Community Policing by Quadrants (MNVCC), pretending indifference, lack of civic culture, solidarity, education, respect for others and other aspects as generators of insecurity, being countered when the community and the police come together and apply internal control and making a commitment to work in an orderly manner through the implementation of the different parameters can be actually decrease crime afflicting the citizenry.
