El documento comprende una parte introductoria al tema, donde se esbozan los objetivos del trabajo, posteriormente se identifican el principio de responsabilidad en el Estado Social de Derecho, ubicándolo desde nuestra Carta Política con el fin comprender el marco legal en cual se encuentra la responsabilidad disciplinaria en materia de contratación pública, se hace entonces referencia al alcance de la responsabilidad disciplinaria que tienen los servidores públicos y los particulares que cumplen funciones públicas para finalmente establecer la responsabilidad disciplinaria que le es atribuible a los interventores de contratos públicos.
