El comercio de peces ornamentales: un negocio con potencial exportador en Colombia

Abstract

Colombia como país poseedor de uno de los mayores recursos de peces ornamentales del mundo en variedad y especie, ha desarrollado en los últimos años una de las actividades más prosperas como es el aprovechamiento y comercialización a nivel internacional de peces, lo cual ha convertido al país en uno de los principales exportadores del continente, generando para la economía un producto no tradicional de alta demanda mundial. Pero esta actividad no es ajena a diversas dificultades que inician desde la fase de captura y acopio, actividades que ocasionan altos niveles de mortandad de especies y atentan con la sostenibilidad ambiental, como resultado de la actividad extractiva y la utilización de métodos de pesca destructivos acompañado de procesos con bajos niveles de tecnificación por la falta de desarrollo, esto debido a la concentración de pocos empresarios que ejercen esta actividad, creando un oligopolio en el cual existe dominio y ocultamiento de información actualizada, de fácil acceso y confiable en cantidades exportadas y tipos de especies. Adicional a esto se presentan inconsistencias entre los nombres usados para registros de exportación y nombres científicos, generando informalidad y violación de los periodos de vedas por falta de controles más estrictos por parte de las autoridades como el ICA, la DIAN, PONAL y la AUNAP, entre otras. Estas dificultades se producen por la falta de incentivos a la inversión privada en el cultivo de peces ornamentales con fines comerciales, los cuales brindarían apoyo y desarrollo a las comunidades involucradas en el negocio de forma organizada y formal y así poder superar todos los problemas que impiden que sea un negocio sostenible, rentable, con valor agregado y apoyado por los sectores gubernamental y científico.

Colombia as having one of the largest ornamental fish resources of the world in variety and kind country has developed in recent years one of the most prosperous as is the development and international marketing activities of fish , which has made the country one of the leading exporters of the continent, the economy generating a non-traditional product of high global demand. But this activity is no stranger to various difficulties that begin from the capture phase and gathering, activities that cause high levels of mortality of species and threaten environmental sustainability as a result of mining activity and the use of destructive fishing methods accompanied process with low levels of technology by the lack of development , this due to the concentration of few entrepreneurs engaged in this activity , creating an oligopoly in which there domain and concealment of information updated , easily accessible and reliable quantities exported and examples species . In addition to this inconsistency arises between the names used to export records and scientific names , causing violation of the informality and closures for periods of absence of more stringent controls by the authorities as the ICA , DIAN , PONAL and AUNAP , among others. These difficulties are caused by the lack of incentives for private investment in the cultivation of ornamental fish for commercial purposes , which would provide support and development to the communities involved in the business of organized and formal way so we can overcome all the problems that prevent that is sustainable , cost effective, value-added and supported by the government and scientific sectors business.
