Abstract

Este trabajo tiene como finalidad presentar un perfil gerencial, que sirva como modelo para todos aquellos funcionarios que consideren ejercer este roll dentro de las empresas del sector Público en Colombia. Hace énfasis en la función social que debe cumplir el Estado y en las limitaciones y alcance de orden legal que tiene implícita la función del servicio público. El informe, pretende proporcionar elementos de análisis comparativo frente a los modelos gerenciales administrativos modernos que son utilizados con éxito en el sector privado y que pueden ser articulados con las políticas y cultura corporativa existentes en el sector público, de manera que no solo garantice la continuidad y sostenibilidad de los proyectos emprendidos por el Estado, sino que sirva de guia para el establecimiento de protocolos administrativos de calidad altamente eficientes. Se concluye que el reto en la modernización del Estado y de sus funcionarios, es centrar su actuación en el manejo ético de los recursos en función del ciudadano, aplicando modelos gerenciales de vanguardia que respondan a las necesidades de la administración moderna This work aims to present a management profile that serves as a model for all officials who wish to play this role in the public companies in Colombia. Emphasizes the social role that the state and must meet the limitations and scope of legal order that has implied the role of public service. The report aims to provide elements of comparative analysis against modern administrative management models that are used successfully in the private sector and can be coordinated with existing policies and corporate culture in the public sector, so that not only ensure continuity and sustainability of the projects undertaken by the state, but serve as a guide for establishing administrative arrangements of highly efficient quality . We conclude that the challenge in modernizing the state and its officials , its performance is to focus on the ethical management of resources in function of citizen, applying cutting-edge management models that meet the needs of modern management
