Abstract

It has become more important for the Governments to recognize the need for coordination in complex political processes due to handle wicked problems as the fragmentation in the field of preventive Security Management. In 2003 the Government therefore decided with a Royal Resolution to establish the Norwegian National Security Authority (NSM). NSM is governed by the Ministry of Defence and the Ministry of Justice and Public Security, and NSM reports to Minister of Defence in military sector and Minister of Justice in civil sector. NSM is a cross- sectoral professional authority within the protective Security Services. The purpose of NSM is to counter threats to the independence and security of national security interests, primarily espionage, sabotage or acts of terrorism. In this thesis I intend to study what kind of coordination strategies have been use by the Ministy of Defence and the Ministry of Justice and Public Security in the management of NSM during the period from 2009 to 2017. The periods consisted of three Long- term Planning periods from 2009-2012, 2013-2016 and the first year 2017 in the period from 2017-2020. My data is gathered documents from resumé reports from Agency Management Meetings between the Ministry of Defence, Ministry of Justice and Public Security and NSM, in addition to Letters of Implementation given as annual Letters of Allocation. The thesis studies horizontal, vertical, positive, negative coordination and explores the cumulative “ladder of coordination”.
