Nav-reformen : sosialarbeidernes profesjon utfordres

Abstract

Tema for denne artikkelen er om sosialarbeidernes språk endres i møtet med Nav-organiseringen: Om det skjer endringer i sosialarbeidernes profesjonsdiskurs, som igjen fører til endringer i faglig praksis. Artikkelen bygger på en studie av hvilket språk sosialarbeidere anvender, og hvilket språk de møter i forbindelse med Nav-organiseringen. Det som kommer fram diskuteres i lys av det jeg betegner som sosialarbeidernes profesjonsdiskurs. Studien viser at Nav-reformen fordrer mer instrumentelt språk og kunnskap fra sosialarbeidere. Mange sosialarbeidere mener det er for stort fokus på det som kan måles og for lite fokus på faglig arbeid i Nav. De opplever at det i liten grad tas hensyn til deres profesjonelle fagkunnskap med vekt på helhetlig og langsiktig oppfølging av brukere. Navorganiseringen ser ut til å påvirke sosialarbeideres profesjonalitet på nye måter, og hvor sosialarbeideres profesjonelle kunnskap og autonomi kan tolkes å få mindre plass.
