Abstract

This master thesis is about international social work and othering. The main objective of the current study is to gain a better and deeper understanding of the different practices in the social work that can lead to othering. The study has a qualitative design and interviews were conducted in South Lebanon, where the UN had its peacekeepers since 1978. In addition to the peacekeeping work the UN had perform social work for the local people. Results showed that UN presence in south Lebanon is important for the local people, but after more than 30 years has social contact and communication with the locals changed their form. My analysis separate between two time points: past and present. Past described as structured, oriented development work and preservation of close relations with the locals, who felt important and appreciated. UN forces and the population were perceived as a unit. While the present has been influenced by the widespread of the negative image of the Middle East as part of a series of global political events. This led to stricter safety requirements for UN forces. Furthermore, changing the battalion position and ways to provide assistance increased distance and limited communication between the soldiers and the population. According to the informants soldiers do not have direct communication with the locals and therefore they do not know their problems and everyday life; which promotes othering. Direct communication is one of the most important factors in the relationship between the locals and UN forces. Simple everyday activities such as drinking coffee, small talk, dinner eating and communal feast celebration creates opportunities to get to know each other better. Population's needs become clearer and targeted social assistance is easier to give. Such a loss of relationship promotes distance and othering; in addition to that it has a big effect on the implementation of social work.

Dette masterprosjektet handler om internasjonalt sosialt arbeid og andregjøring. Målet er å forstå og se nærmere på hvilke prosesser i internasjonalt sosialt arbeid som fører til andregjøring. Studien har en kvalitativ design. Intervjuene ble gjennomført i Sør-Libanon, der FN har hatt sine fredsbevarende styrker siden 1978. Ved siden av fredsbevaringsarbeid utfører de også sosialbistand for lokalbefolkningen. Funnene viser at FNs tilstedeværelse har stor betydning for lokalbefolkningen, men etter mer enn 30 års tilstedeværelse har sosialhjelp, kontakt og kommunikasjon med lokalbefolkningen endret sin form. Analysen viste to tidsparalleller: fortid og nåtid. Fortiden beskrives som målrettet bistandsarbeid og bevaring av nærrelasjon med befolkingen, som føler seg viktig og verdsatt. FN-styrkene og befolkningen blir oppfattet som en enhet. Men i nåtid har globale politiske hendelser og utbredt negativt bilde av Midtøsten ført til strengere sikkerhetskrav for FN-styrkene. I tillegg har endring av bataljonenes posisjoner og måter å gi bistand på skapt avstand og begrenset kommunikasjonen mellom soldatene og befolkningen. Ifølge informantene opplever befolkningen at avstanden mellom dem og soldatene har økt. Soldatene kjenner ikke deres problemer og hverdagsliv; noe som fremmer andregjøring. Direkte kontakt og kommunikasjon er en av de viktigste faktorene i relasjonen mellom befolkningen og FN-styrker. Enkle hverdagslige aktiviteter som kaffedrikking, småprat, middagsspising og felles festfeiring skaper muligheter til å bli bedre kjent med hverandre. Befolkningens behov blir tydeligere og målrettet sosialbistand blir enklere å gi. Et slikt tap av forhold fremmer avstand og andregjøring, og samtidig påvirker gjennomføring av sosialarbeid.
