This essay studies challenges with increased and changed demands regarding knowledge and competence for library employees, and structural changes in the library landscape based on the formation of intercommunal library cooperations. It takes a closer look on library cooperations in Hordaland county as communities of practice, and how Hordaland county library helps them to develop. A potential is found for the library cooperations to contribute to solving the complex demands regarding knowledge and competence in public libraries by functioning as communities of practice. This requires that they are cultivated with knowledge, consciousness and insight in interplay between the county library and members of the cooperations.

I denne oppgåva ser ein på utfordringane med auka og endra kunnskap- og kompetansekrav til bibliotektilsette, og strukturelle endringar i biblioteklandskapet basert på danning av interkommunale biblioteksamarbeid. Ein ser nærare på biblioteksamarbeida i Hordaland fylke som praksisfellesskap, og Hordaland fylkesbibliotek sitt arbeid med å utvikle dei. Ein finn eit potensiale for at biblioteksamarbeida kan vere med på å løyse dei komplekse kompetanseog kunnskapskrava i folkebiblioteka gjennom å fungere som praksisfellesskap. Dette fordrar at dei blir kultiverte med kunnskap, medvit og innsikt i eit samspel mellom fylkesbiblioteket og medlemmene i samarbeida.
