Abstract

Las inundaciones fluviales consisten en el anegamiento de ‘ terrenos normalmente secos ’ , ubicados en las márgenes de las corrientes fluviales (ríos, arroyos, ramblas...), como consecuencia del desbordamiento del canal o canales ante su incapacidad para albergar el aumento de caudal que suponen las crecidas y/o avenidas. Las inundaciones son los desastres naturales con mayor repercusión socioeconómica, tanto a escala mundial como en lo que se refiere a nuestro país. Basta recordar, en ese sentido, las consecuencias de las riadas que, en las últimas décadas, han afectado a países como Mozambique, Filipinas, China, Venezuela o Estados Unidos. En Europa, las grandes inundaciones que tuvieron lugar en el centro del continente durante 2002 supusieron un punto de inflexión en la preocupación de las instituciones europeas sobre este problema. Por lo que respecta a nuestro país, según un reciente estudio realizado por el IGME en colaboración con el Consorcio de Compensación de Seguros, dependiente del Ministerio de Economía y Hacienda, las pérdidas económicas directas por inundaciones durante el periodo 1987-2002 ascendieron a casi 12.000 millones de euros, es decir, el equivalente al 0,1 % del PIB. Además de esto, se prevén pérdidas cercanas a los 26.000 millones de euros en los próximos 30 años. Si hablamos del coste en vidas humanas, éstas suponen un goteo anual continuo, concentrado en eventos que han causado una profunda alarma social. Los casos de la avenida de Biescas, con 86 víctimas mortales, de Badajoz, con 21, o de Yebra y Almoguera, con 11, hacen bien patente este hecho
