Análisis de las políticas agropecuarias frente a los acuerdos internacionales

Abstract

A partir de la apertura económica que inició con el gobierno del presidente César Gaviria Trujillo, y de acuerdo con lo que está ocurriendo en el país en los últimos años, se está en una dinámica importante relacionada con la suscripción de acuerdos y tratados internacionales de comercio como los Tratados de Libre Comercio con los Estados Unidos, Chile y Centro América, para solo citar tres, así como se hacen esfuerzos para la no desintegración de la Comunidad Andina de Naciones (CAN) que cubre los cinco países liberados por Bolívar, y además de ello se trabaja en la dirección de lograr tratados entre la CAN y Mercosur, este último incluyendo a Argentina, Brasil, Paraguay y Uruguay, así como a Chile como país asociado y Venezuela, que recientemente ha entrado. En todos estos tratados, que tienen y tendrán implicaciones positivas y negativas sobre el devenir de la nación, hay un sector de gran sensibilidad por sus repercusiones económicas, sociales y aun culturales como lo es el agropecuario, y por ello, como una forma de contribuir al análisis y la reflexión objetiva de lo que le puede pasar, se presenta este artículo que hace parte de un estudio más completo adelantado por la Línea de Economía Agrícola del Grupo de Investigación en Economía y Desarrollo (GIED) de la Facultad de Economía de la Universidad Autónoma de Occidente. El artículo1 es descriptivo y analítico y se inicia con una revisión del estado del arte internacional y nacional alrededor del tema de la globalización; la forma como diferentes autores han tratado de cuantificar los costos y beneficios en los acuerdos internacionales; se revisa el significado de la Declaración de DOHA y la forma como los países desarrollados hacen caso omiso de ella cuando del sector agropecuario se trata; se hacen algunas comparaciones de costos de producción y precios internacionales entre los Estados Unidos y Colombia para algunos productos del agro, como una forma de prender alar mas relacionadas con lo que pudiera pasar; y finalmente se presenta la experiencia del TLCAN entre Canadá, los Estados Unidos y México, de forma tal que dicha experiencia contribuya a la reflexión; y se termina con un resumen y conclusiones del artículo

In this article it does a revision of international art state and national one related with economic integrations. In this revision the author divides the theoretical effects of integrations in static’s and dynamics and does the explanation of meaning of each one. The article does a deep explanation of international policy issues with respect to agricultural sector and explain the conceptual differences between developed and developing countries in the way of understand this sector. In the case of United States this sector is considered as “National Priority” and in countries like Colombia is one more sector. In the article, the lector will find an analysis of the Farm Bill and The Economic Union Agrarian System and its implications in the agricultural sector in Colombia forward the LTC with The United States and in the future a LTC with UE. Topics like agricultural subsidies and dumping are treated and using dates of the Agrarian Ministry of Colombia those are compared with production costs and international prices for several products as a way of to know the differences among sectors and products. Finally as an example of the effects of a treated is tacked the TLCAN because there are some similitude with the TLC between Colombia and United States and the TLCAN at least in the agricultural sector. In this part is showed the positive effects in Mexico post-treated and the negative one as a way of predict what could happen in our sector after the treated.
