Abstract

El Estado colombiano históricamente se presenta como un orden social, político y económico precario y lábil, circunstancias que se manifiestan, atraviesan y limitan los alcances de las políticas económicas y sociales implementadas por sucesivos gobiernos, cuyos planes de desarrollo gravitan sobre un modelo económico extractivo de riquezas del sub- suelo y la consecuente explotación de recursos naturales, renovables y no renovables, lo que evidencia una clara reprimarización de la economía, a lo que se suma un desarrollo agroindustrial con énfasis en monocultivos; todas las anteriores actividades antrópicas se dan a través de prácticas ambientales sobre las que recaen ineficaces e ineficientes controles por parte de las instituciones ambientales creadas a partir de la promulgación de la Ley 99 de 1993 y sus posteriores desarrollos legislativos.
