Abstract

La estabilidad del sistema financiero es fundamental para el buen funcionamiento de la economía real, pues cualquier desajuste puede provocar consecuencias devastadoras sobre ésta. Este es el caso de la crisis iniciada en 2007, cuyos orígenes se encuentran, entre otros factores, en la composición de los balances de las entidades financieras estadounidenses y cuyos efectos han llegado a generar una crisis de deuda soberana en los países europeos. Por otro ello, es imprescindible desarrollar una normativa que regule la actividad bancaria de tal forma que situaciones de tal inestabilidad financiera no vuelvan a repetirse. En la Unión Europea, esta crisis puso en duda la continuidad del proyecto europeo y obtuvo como respuesta una reforma institucional cuyo pilar fundamental ha sido la creación de la Unión Bancaria y la puesta en marcha de mecanismos para la ayuda o rescate de los países en graves dificultades. Además, con el objetivo de valorar la resistencia financiera de las entidades bancarias, se han puesto test de estrés con los que predecir el comportamiento de éstas en escenarios adversos y ofrecer información dentro de la que se incluye su exposición a la deuda soberana. El análisis de todos estos aspectos interrelacionados constituye el objetivo de este trabajo, que describe los cambios en la regulación bancaria y el estrecho vínculo entre la crisis soberana y bancaria.
