Abstract

El sistema público de pensiones español se ha configurado como un sistema de reparto de prestación definida hasta 2013, momento en el que la reforma, que introduce el factor de sostenibilidad, lo convierte en un sistema de contribución definida. El sistema cuenta con dos modalidades de pensiones: una no contributiva orientada a los individuos sin recursos y financiada vía impuestos y otra, contributiva, obligatoria y profesional que se estructura en regímenes, se caracteriza por la existencia de categorías profesionales y se financia con cotizaciones sociales a cargo de empresarios y trabajadores. Las cambiantes circunstancias sociales y económicas del país han obligado al sistema de Seguridad Social a adaptarse mediante sucesivas reformas, entre las cuales, el Pacto de Toledo en 1995 marca un antes y un después. A partir de este momento, se busca intensamente incrementar el carácter contributivo del sistema, separar las fuentes de financiación del mismo según su naturaleza y reducir el número de regímenes. Sin embargo, el envejecimiento de la población de las últimas décadas pone en serio riesgo la continuidad del sistema en el largo plazo, lo que ha abierto un nuevo debate reformador y ha creado un clima de inquietud entre contribuyentes y pensionistas.
