Abstract

[ES] En un contexto social en el que el número de personas en situación de vulnerabilidad, pobreza o exclusión social crece cada año, muchos se hacen la misma pregunta: ¿Cómo hemos llegado aquí? Intentar ofrecer una respuesta pasaría por partir de la incepción de una dicotomía entre la financiación privada y solidaria, la unificación de ambas ideas en nuestro sistema de Seguridad Social moderno y el fracaso de las Rentas Mínimas de Inserción, lo que nos lleva a la prestación vigente de Ingreso Mínimo Vital. El presente estudio analiza el pasado de una prestación única en el sistema español, y recapitula su evolución desde el primer boceto de la idea en el Real Decreto-Ley 20/2020 hasta su versión actual, y todos sus cambios en el camino.

[EN] In a social environment where the number of people under the umbrella of social risk, poverty or social exclusion grows yearly, there’s one question many are tempted to ask: How did we get here? From the inception of a dichotomy between private and universal financing, all the way through the unification of both ideas under our modern Social Security system and the failure of Basic Integration Incomes, which leads us to the current Minimum Basic Income. This study takes a close look at the history of a one-of-a-kind service in the spanish system, and recapitulates its evolution from the first draft of the idea in Royal Law 20/2020 to its current version, and everything in between.
