Abstract

[GA] A finais dos anos 1980 os organismos interna-cionais adoptaron o termo “gobernanza” para definir as novas estruturas de cooperación ao desenvolvemento nas que o sector público concertaba as súas políticas co sector pri-vado e o denominado terceiro sector. O con-cepto tivo un gran éxito e serviu para nomear distintas estruturas de goberno nas que as corporacións privadas, ONG’s e cidadanía en xeral participaban de xeito activo na defini-ción de políticas públicas. Desde entón, a pla-nificación estratéxica e a gobernanza urbana uníronse para impulsar grandes proxectos de transformación urbana, que aspiraban a mello-rar a competitividade de estas cidades e crear unha nova imaxe urbana, favorecendo de paso o desenvolvemento do sector inmobiliario.

[EN] In late 1980 the international organizations adopted the term “governance” to define the new structures of cooperation for development in which the public sector harmoniza their agreements with the private sector and the so called Third sector. The concept was very successful and served to name different structures of government in wich private companies, NGOs and citizens in general participated actively in the definition of public policies. Since then, the strategic planning and urban governance have teamed up to promote major projects of urban transformation to improve the competitiveness of these cities and to create a new urban image, favoring, by the way, the real estate development.
