Abstract

[ES] En la actualidad, la evolución y la incorporación de la robótica en el mundo laboral genera una serie de problemas que afectan a todos los ámbitos de la sociedad. Esto se debe, en gran medida, a la amenaza de reemplazo de trabajadores por máquinas, lo que puede llevar a la desaparición de ciertas profesiones. El Estado y, fundamentalmente, los ingresos y gastos públicos, también se verían afectados por la llegada de estas tecnologías, ya que el mercado laboral se modificaría, incrementándose las prestaciones por desempleo y disminuyendo la recaudación de impuestos, así como las correspondientes cotizaciones. Esto puede llevar al Estado a tener un déficit público, provocando así una situación de inestabilidad económica. Es por ello que se ha comenzado a estudiar y analizar una posible aplicación de medidas fiscales específicas para evitar o reducir los problemas que puedan surgir por la inclusión de la tecnología. Estas medidas pueden incluir, por ejemplo: políticas de impuestos más estrictas para las empresas que utilizan robots y desarrollos informáticos, una revisión del sistema de deducciones fiscales o la elaboración de un impuesto a los robots.

[EN] Nowadays, the evolution and incorporation of robotics into the labor market creates a series of problems affecting all areas of society. This is largely due to the threat of workers being replaced by machines, leading to the disappearance of certain professions. The state, and mainly public income and expenditure, would also be affected by the arrival of these technologies, as the labor market would be modified, increasing unemployment benefits and decreasing tax revenues, as well as the corresponding contributions. This could lead the state to have a public deficit, thus causing an economic instability situation. That is why it has begun to study and analyze a possible application of specific fiscal measures to avoid or reduce the problems that may arise from the inclusion of technology. These measures may include, for example: stricter tax policies for companies that use robots and computer developments, a review of the tax deduction system or the creation of a robot tax.
