La calidad de los datos abiertos: análisis del portal de datos abiertos de la Junta de Castilla y León

Abstract

El presente trabajo tiene como objetivo analizar la calidad del portal de datos abiertos de la Junta de Castilla y León mediante un marco de evaluación de elaboración propia. Este marco sintetiza diferentes modelos evaluativos propuestos en la literatura y tiene en cuenta las recomendaciones de la propia Junta y de la Federación Española de Municipios y Provincias (FEMP) respecto a los elementos básicos y recomendables de un portal de datos abiertos. Los resultados obtenidos del análisis de una muestra de datasets del portal indican que tanto el portal como los datos ofrecidos son de calidad y representan un buen ejemplo de la aplicación de los principios y estándares de datos abiertos a la Administración. No obstante, se han detectado debilidades que pueden afectar a dicha calidad: excesiva sencillez del buscador del portal, falta de consistencia en las palabras clave, cierto desaprovechamiento del feedback de los usuarios y de las redes sociales, falta de programación en la actualización de algunos datasets, existencia de celdas vacías y valores nulos, carencias en metadatos, y dispersión de la información relativa a la rendición de cuentas, entre otros aspectos. Finalmente, se presentan diversas mejoras para solventar las debilidades detectadas y reforzar la calidad del portal.
