Abstract

Recovery from a disaster requires coordination and timely interaction of all emergency services in order to make a joint assessment of the data and develop a rapid and effective response. This paper proposes a system that allows access, handling and transfer of sensitive and urgent among the staff of the agencies involved. The privileges about the resources are governed by security policies that allow you to define the service behavior based on the session or temporal context of the applicant. The proposed architecture is based on ad hoc networking technology for field operations and a platform-oriented services in corporate headquarters.
