Abstract

El present estudi té com a objecte realitzar una anàlisi de les oficines regionals espanyoles a Brussel·les, amb la finalitat de presentar una actualització dels aspectes formals d'aquestes i de formular una sèrie de recomanacions orientades a col·laborar a una millor eficiència en el desenvolupament de la seua activitat. Els mètodes emprats en la present recerca han estat la revisió de la literatura existent sobre el fenomen, l'anàlisi de la informació publicada als webs de les oficines, i el disseny d'un qüestionari que hem fet arribar als seus responsables mitjançant el qual apleguem les seues opinions al voltant de diversos qüestions. Entre els resultats obtinguts de la nostra anàlisi, hi destaca, quant als aspectes formals, la heterogeneïtat existent entre les oficines, tant pel que fa a la seua naturalesa administrativa com al nivell de recursos de què disposen, i en relació a les opinions dels seus responsables, hi destaca la demanda de regulació de les funcions de les oficines i un major grau de col·laboració i coordinació entre aquestes i altres organismes. Dediquem un darrer apartat a presentar les recomanacions que, esperem, siguen d'especial interès als responsables de les oficines.

El presente estudio tiene como objeto realizar un análisis de las oficinas regionales españolas en Bruselas, con el fin de presentar una actualización de los aspectos formales de estas y de formular una serie de recomendaciones orientadas a colaborar a una mejor eficiencia en el desarrollo de su actividad. Los métodos empleados en la presente investigación han sido la revisión de la literatura existente sobre el fenómeno, el análisis de la información publicada en las webs de las oficinas, y el diseño de un cuestionario que hemos distribuido entre sus responsables mediante el cual recogemos sus opiniones alrededor de varias cuestiones. Entre los resultados obtenidos de nuestro análisis, destaca, en cuanto a los aspectos formales, la heterogeneidad existente entre las oficinas, tanto en relación a su naturaleza administrativa como al nivel de recursos de que disponen, y respecto a las opiniones de sus responsables, destaca la demanda de regulación de las funciones de las oficinas y un mayor grado de colaboración y coordinación entre estas y otros organismos. Dedicamos un último apartado a presentar las recomendaciones que, esperamos, sean de especial interés a los responsables de las oficinas.

The aim of this study is to analyse the Spanish regional offices in Brussels, in order to provide an update of their formal aspects and make a number of suggestions, the purpose of which is to improve the efficiency in the development of their activity. The methods used for this research have been a review of the literature on the matter, the analysis of the information published on the website of the offices and the design of a questionnaire that was put to the representatives and which compiles their views and opinions on various matters. Among the results obtained, it should be underlined, regarding formal aspects, the heterogeneity among offices, both in their administrative nature and resources available. Regarding the opinion of their representatives, there is a common demand for regulation of the roles of the offices, as well as more collaboration and better coordination between them and other institutions. Finally, the last section contains a number of suggestions that we hope are of interest to the representatives of the offices.
