Departament de recursos humans: disseny i implementació

Abstract

The majority of large or multinational companies have a human resources area or department, but it is not a common occurrence in SMEs. The number of these types of companies which are in need of driving the creation of a human resource department or management plan is growing, but they do not dispose of the means or necessary resources, and even more, the fields of study are limited regarding the characteristics and particularities of SMEs. The purpose of this study is to is to create a design and implementation proposal of a human resources department that takes as a main subject of study a medium-sized company in the advertising industry, with the ends of analyzing its present situation regarding human resources, its impact on workplace satisfaction and the motivation of employees, and consequently, the competitivity and productivity of the company. Through a quantitative and methodological design based on semi-structured interviews with different members of the company, such as: the CEO, members of the management team, middle managers, or other workers, we have been able to observe that, first, there actually exists a very basic management of human resources at the moment that is limited to an operational team, and that second, that establishing a human resources area should be a key area of focus within the strategic plan for the company. With the results we obtained from this analysis an implementation proposal for a specific human resources department has been designed, based on the planning of human resources, the distribution and description of the phases and functions, and a chronogram of execution and evaluation. The study concludes that the overall success will depend on the management team and the resources dedicated to its projection and realistic implementation.

La majoria de grans empreses o multinacionals compten amb un àrea o departament de recursos humans, però no es una pràctica tan habitual a les pimes. Cada cop més aquest tipus d’empreses tenen la necessitat d’impulsar la creació d’un departament o un pla de gestió de recursos humans, però no disposen dels mitjans o els recursos necessaris, a més a més, els camps d’estudi són limitats atenent a les característiques i particularitats pròpies de les pimes. El propòsit d’aquest estudi és elaborar una proposta de disseny i implementació d’un departament de recursos humans que pren com a subjecte de l’estudi i les seves particularitats, una mitjana empresa del sector publicitari, amb el fi d’analitzar la seva situació actual en matèria de recursos humans i el seu impacte en la satisfacció laboral i motivació dels treballadors, i conseqüentment, en la competitivitat i productivitat de l’empresa. A través d’un disseny metodològic qualitatiu basat en entrevistes semiestructurades a diferents membres de l’empresa com: el director general, els membres de l’equip directiu, els càrrecs intermedis o altres treballadors s’ha pogut observar, primer, que la gestió actual de recursos humans és molt bàsica i limitada, gestionada per l’àrea d’operacions, i segon, que existeix una necessitat evident de crear un àrea de recursos humans sent una prioritat dins del pla estratègic. En base als resultats obtinguts s’ha dissenyat una proposta d’implementació d’un departament de recursos humans específic, basat en una planificació de recursos humans, la distribució i descripció de fases i funcions, i un cronograma d’execució. L’estudi conclou que dependrà de la implicació de la direcció i els recursos a destinar per a la seva projecció i implementació de manera realista.
