Abstract

La transformación digital en las administraciones públicas implica la revisión continua de los servicios digitales que ofrecen a la ciudadanía. Con ello se persigue satisfacer las demandas y expectativas de los usuarios digitales, y dar una mejor respuesta a sus necesidades, con la finalidad de mejorar la calidad y accesibilidad, y de esta forma, rediseñar los servicios a partir de la experiencia del usuario (UX). La consagración del derecho de las personas a relacionarse electrónicamente con las administraciones públicas implica una serie de obligaciones, que se ejercitan, principalmente, a través de las sedes electrónicas. La Sede electrónica del Gobierno de Canarias (SedeGobcan), a través de su Punto General de Acceso (PGA), ofrece unos servicios electrónicos, que están alineados con los derechos que la normativa vigente, reconoce a las personas e interesados en el procedimiento administrativo. El objeto de este trabajo es el diseño de un sistema de indicadores que permita medir la UX, en su navegación por la SedeGobcan y conocer la 'voz del usuario' respecto de los servicios electrónicos prestados en el PGA, así como, la propuesta de solución o soluciones tecnológicas, para capturar los valores de los indicadores y explotarlos.

La transformació digital en les administracions públiques implica la revisió contínua dels serveis digitals que ofereixen a la ciutadania. Amb això, es persegueix satisfer les demandes i expectatives dels usuaris digitals, i donar una millor resposta a les seves necessitats per tal de millorar la qualitat i l'accessibilitat, i d'aquesta manera, redissenyar els serveis a partir de l'experiència de l'usuari (UX). La consagració del dret de les persones a relacionar-se electrònicament amb les administracions públiques implica una sèrie d'obligacions que s'exerciten, principalment, a través de les seus electròniques. La Seu electrònica del Gobierno de Canarias (SedeGobcan), mitjançant el seu Punt General d'Accés (PGA), ofereix uns serveis electrònics que estan alineats amb els drets que la normativa vigent reconeix a les persones i interessats en el procediment administratiu. L'objecte d'aquest treball és el disseny d'un sistema d'indicadors que permeti mesurar la UX, en la seva navegació per la SedeGobcan i conèixer la 'veu de l'usuari' respecte dels serveis electrònics prestats en el PGA, així com, la proposta de solució o de solucions tecnològiques, per a capturar els valors dels indicadors i explotar-los.

Digital transformation in public administrations implies the continuous review of the digital services they offer to citizens. This seeks to meet the demands and expectations of digital users, and give a better response to their needs to improve quality and accessibility, and thus, redesign services based on user experience (UX). The consecration of the right of people to interact electronically with public administrations involves a number of obligations, which are exercised mainly through the websites. Canary Islands Government's website, through its General Access Point (PGA), offers electronic services, which are aligned with the rights that current regulations recognize to citizens and all those who are part in an administrative procedure. The purpose of this work is designing a system of indicators that allows measuring the UX, in its navigation through the Website and knowing the 'voice of the user' regarding the electronic services provided in the PGA. We will also propose technological solutions to capture the values of the indicators and to exploit them.
