Planowanie przestrzenne wobec współczesnych tendencji rozwoju obszarów wiejskich

Abstract

The aim of this paper was to establish whether spatial planning law in Poland meets the challenges of the contemporary trends in the development of rural areas. The latter frequently leads to a number of undesired phenomena such as disordered and uncontrolled urbanisation, spontaneous and unorderly growth of towns and related to it peripheral disadvantages and depopulation of villages. Valuable environment locations must be preserved which is of particular importance today, in the context of a wider use of renewable energy resources. It is pointed out in this paper that spatial planning at the municipality level is considered to be the most adequate method of regulation and intervention in economic, social and environmental matters. However, a necessary condition for effective spatial planning is a working regulatory system. The existing spatial planning and regulations in Poland are not adequate to meet the challenges of the current needs and multifunctional development of urban areas, and must be thoroughly reformed. L’obiettivo dello studio è di valutare in quale misura il diritto di pianificazione territo-riale in Polonia risponda alle sfide contemporanee connesse allo sviluppo di zone rurali. Tra i fenomeni che si verificano in tali zone l’autrice fa notare fra l’altro un’urbanizzazione disordinata e incontrollata, con un’espansione urbana spontanea, problemi della periferizzazione e dello spopolamento delle zone rurali, una necessità di tutelare aree di pregio ambientale, in particolare nel contesto di pressione antropica dovuta all’insediamento e di salvaguardare i fondi agricoli e lo sviluppo di industria energetica da fonti rinnovabili. Essa indica che la pianificazione territoriale a livello comunale è considerata il più adeguato metodo di intervento normativo nei processi economici, sociali e ambientali. Al contrario un prerequisito per la costruzione di un assetto del territorio è un efficiente sistema di regolazione. A parere dell’autrice, il sistema della pianificazione territoriale e le sue basi giuridiche non sono adeguati alle esigenze e alle sfide contemporanee di sviluppo di zone rurali multifunzionali.
