Abstract

En la región Caribe se han desarrollado importantes obras en materia infraestructura vial en años pasados, no obstante, la inversión por parte del Estado y del sector privado, en proyectos que coadyuven a integrar los avances en este ámbito con las necesidades de movilidad de la población resulta insuficiente e ineficaz. Lo anterior, se hace notable en las deficiencias del servicio que prestan algunas de las terminales de transporte terrestre de pasajeros en la región. Uno de los departamentos que más sufre este flagelo es La Guajira. Maicao, conocido como la vitrina comercial de Colombia, es uno de sus municipios más afectados. De allí, surge TERTRAMA como una propuesta imperante en aras de suplir las carencias que presenta su terminal de transporte actual, cuya operación es sumamente limitada por deficiencias en su funcionalidad y en su diseño ingenieril. El alcance de la nueva terminal es extremadamente extenso, considerando que sirve como “terminal del norte” de Colombia por su proximidad con la frontera colombo venezolana, sus aportes a la actividad comercial del departamento y su relación estrecha con la capital del mismo. En añadidura, este proyecto tiene gran impacto en la región Caribe y permite reactivar relaciones entre sus habitantes y con otros departamentos y ciudades del país por medio de la conocida Troncal del Caribe. Este, podría estar mínimamente limitado por factores como la cultura de la población indígena, por la informalidad en algunos servicios de transporte y por la eventual ineficiencia de los administradores designados para la operación de la terminal. TERTRAMA, adopta diseños ingenieriles de alta calidad y un atractivo componente arquitectónico. Está compuesto por una edificación principal, destinada al comercio, administración y labores logísticas de transporte, un área de embarque y desembarque de pasajeros, una zona de descanso para conductores, un taller mecánico, parqueaderos y amplias zonas verdes.

In the Caribbean region, important works have been carried out in the area of road infrastructure in the past years, however, investment by the State and the private sector in projects that help integrate progress in this area with the mobility needs of the population is insufficient and ineffective. This is notable in the deficiencies in the service provided by some of the land passenger transport terminals in the region. One of the departments that suffers the most from this scourge is La Guajira. Maicao, known as the Colombian commercial showcase, is one of its most affected municipalities. From this, TERTRAMA emerges as a prevailing proposal in order to fill the deficiencies that its current transport terminal presents, whose operation is extremely limited by deficiencies in its functionality and engineering design. The scope of the new terminal is extremely extensive, considering that it serves as the "northern terminal" of Colombia due to its proximity to the Colombian-Venezuelan border, its contributions to the department's commercial activity, and its close relationship with its capital. In addition, this project has a great impact in the Caribbean region and enables relations between its inhabitants and with other departments and cities in the country through the well-known Caribbean Trunk. This project could be minimally limited by factors such as the culture of the indigenous population, by the informality in some transport services and by the eventual inefficiency of the administrators appointed to operate the terminal. TERTRAMA adopts high quality engineering designs and an attractive architectural component. It is made up of a main building, dedicated to commerce, administration and logistical transport tasks, a boarding and disembarking area for passengers, a rest area for drivers, a mechanical workshop, parking lots and large green areas.
