El artículo examina los efectos de la regulación ambiental en la adopción de tecnologías que reduzcan vertimientos en firmas industriales en Santander, Colombia, en relación con otros determinantes, como la presión del mercado y las comunidades. También se evalúa cómo las capacidades de las empresas, el estilo de política del regulador y el grado de interacción de las empresas en redes de innovación inciden en el grado y la dirección de la adopción tecnológica. Para ello se utilizan datos originales de entrevistas y encuestas. Los resultados muestran que la inversión en tecnologías ambientales se ex-plica, en buena parte, como una respuesta de las empresas a la presión de la regulación directa, y que este efecto aumenta con el tamaño de la firma. Para reducir los costos extras asociados con el pago de la tasa retributiva, algunas firmas han adoptado buenas prácticas operativas y recuperan subproductos del tratamiento de sus aguas residuales. El estudio aporta pruebas sobre el papel creciente del regulador como fuente de asesoría técnica para las empresas. Finalmente, los resultados confirman que la habilidad de las empresas para acceder a las redes y beneficiarse de su interacción depende de las capacidades que favorecen la innovación. The article examines the effects of environmental regulation in the adoption of technologies to reduce discharges by industries in Santander, Colombia, in relation to other decisive factors such as market and community pressure. It also contains an evaluation of the way in which entrepreneurial capacity, the policy style of the regulator and the degree of interaction of enterprises in innovation networks affect the degree and direction of the adoption of technologies. For this purpose, original data from interviews and surveys are used. The results show that investment in environmental technology is explained largely as a response by businesses to pressure from direct regulation, and that the larger the business, the greater the effect. In order to reduce additional costs associated with the payment of the effluent charge, some businesses have adopted good housekeeping practices, and recover by-pro-ducts of the treatment of their waste water. This study provides evidence of the growing role of the regulator as a source of technical advice for business. Finally, results confirm that the ability of businesses to access networks and to reap the benefits of their interaction depends on the capacities which encourage innovation.
