Análisis coste-beneficio: un método con mayores beneficios que costes

Abstract

La aplicación del análisis coste-beneficio a los proyectos de gasto público tiene su origen en 1936 en Estados Unidos (¿Flood Control Act¿). Desde entonces y pese a sus dificultades técnicas el ACB ha cosechado importantes éxitos especialmente en la evaluación de proyectos de transportes aunque actualmente se extiende a otras muchas áreas del sector público. Este artículo analiza tanto los fundamentos como los problemas de aplicación práctica del ACB y sintetiza algunas tareas pendientes de este tipo de análisis.
