Abstract

Alrededor de 44 millones de seres humanos han sido arrastrados en 2011 bajo el umbral de la pobreza y la crisis actual amenaza con reducir de forma sustancial la ayuda al desarrollo. La desventaja económica supone para la gran mayoría de la población un deterioro de su salud, pero éste tiene sus raíces en cómo están organizadas y funcionan las sociedades. Además, un nivel de vida bajo está determinado no sólo por tener poca renta, sino por tener mala salud, lo que no puede aislarse de los problemas sociales. En las tres últimas décadas estamos asistiendo a un retroceso en los esfuerzos que los países occidentales habían hecho tras la segunda Guerra Mundial por hacerse menos desiguales, lo que se está traduciendo en menos movilidad intergeneracional, en oportunidades educacionales perdidas y en un aumento de síntomas de depresión. El derecho a la salud parte de la teoría de la justicia distributiva y del altruismo, y es distinto del resto de bienes económicos por su naturaleza de bien preferente o tutelar. La sanidad pública necesita un cambio y es urgente considerar varios aspectos conducentes a la reforma del sistema sanitario, cuyo principal motor ha de ser el médico.
