Movimientos sociales y conflictos territoriales: El caso de Barcelona y Valencia

Abstract

El objetivo de este trabajo es analizar la evolución de los movimientos sociales a través del estudio de los conflictos territoriales y urbanos que implican cambios de uso del suelo a través de proyectos y planes territoriales en ambas ciudades en la última década (2002-2012). Durante la década somos testigos de una profunda transformación en los tipos de conflictos que surgen en estas ciudades: desde las conflictos-NIMBY tradicionalmente reactivos y aislados a los movimientos de protesta más amplios, como el movimiento 15 en esta década de 2010. Estos nuevos movimientos no solo participan activamente en los asuntos relacionados con la gestión del uso del suelo como los grandes proyectos de equipamientos e infraestructuras, sino que van mucho más allá de la protesta contra un determinado plan, al cuestionar a menudo todo el proceso de toma de decisiones y los mecanismos legislativos que desarrollan planes y programas, entrando en una crítica más amplia hacia la gobernanza metropolitana.

The aim of this paper is to analyze the evolution of social movements through the study of urban conflicts involving urban, land-use and regional plans and projects in both cities in the last decade (2002-2012). During the decade, we witness a deep transformation in the types of conflicts that emerge in these cities: from the reactive and isolated NIMBY-like campaigns to broader protest movements like the 15 movement in the 2010s. These new movements participate actively in land-use or locational conflicts, but they go far beyond targeting specific plans. They criticize not only the specific plans themselves, but use such criticism to launch into a broader critique of how the city is ruled and for whom.
