Del Estado multicultural al Estado plurinacional

Abstract

En este trabajo el autor propone una lectura de la Constitución recientemente aprobada en Bolivia, a partir de uno de los caracteres principales del tipo de Estado que en ella se propone: la formulación del Estado Plurinacional Comunitario. A tales efectos ofrece una síntesis de los contenidos del 'discurso de la diferencia cultural indígena' y señala su importancia como una de las fuentes ideológicas principales que subyacen al texto constitucional. Además, empleando como clave de interpretación dicho discurso, realiza un análisis de su incidencia en las partes centrales de la Constitución y apunta algunas consecuencias de la inclusión del principio de la plurinacionalidad en el sistema constitucional boliviano.

In this paper the author proposes to read the recently approved Bolivian Constitution since the point of view of one of its main features regarding the type of State it creates: the formulation of the Plurinational Communitarian State. To this end the author synthesizes the content of the 'discourse of the indigenous cultural difference' and points its role as one of the ideological main sources under grounding the constitutional text. Besides, using such discourse as an interpretation key, the author studies its influence in the main parts of the Constitution and points some consequences of the inclusion of the plurinationality principle in the Bolivian constitutional system
