La persecución de malhechores en la ciudad de Valencia durante la Edad Media correspondió a un magistrado municipal, el Justicia, que desarrollaba funciones policiales y militares. La comandancia de la ronda urbana permitía la represión de la delincuencia, mientras que el caudillaje de la milicia ciudadana convocaba en armas a los vecinos para hacer frente a las agresiones materiales y jurídicas que pudiera sufrir el municipio. La milicia servía tanto para la defensa militar como para garantizar los poderes jurisdiccionales con los que la monarquía había dotado a la ciudad.
