Abstract

Plantear los límites de actuación del Estado social es lo mismo que los límites en las exigencias de solidaridad. Los deberes jurídicos —y no sólo morales— de la solidaridad van más allá de las contribuciones económicas, alcanzando una contribución personal en términos de tiempo. El autor analiza la coincidencia de tres modelos: servicio civil, voluntariado y trabajadores sociales. El crecimiento de estos dos últimos como consecuencia del Estado asistencial invita a definir los papeles para impulsar el objetivo del Estado social a partir de la ciudadanía socialmente responsable. The obligatoriety of social service and the duties of solidarities. To establish limits of action of the social State is the same as the limits in the demands of solidarity. Legal duties, and not only moral ones, of solidarity, go further than economic contributions, reching a personal contribubon in terms of time. The author analyses the coincidence among three models —civil service, voluntary work and social workers. The growth of the last two as a consequence of an assistential State invites a definition of roles lo urge the objective of the social State, beginning with socially responsible citizenship.
