Rivalidades geoestratégicas en el Índico y su incidencia en la seguridad y rutas marítimas: la inexistente estrategia de la Unión Europea en un mundo bipolar

Abstract

Partiendo de la Estrategia de Seguridad Marítima de la Unión Europea, adoptada por el Consejo de Asuntos Generales el 24 de junio de 2014, este capítulo revisa el silencio y olvido de la UE respecto a los decisivos trazados energéticos y de conectividad en el Índico ponen una vez más de manifiesto el irrelevante o secundario papel de la UE en temas prioritarios de la agenda internacional, Con todo, las Conclusiones del Consejo sobre la revisión del Plan de Acción relativo a la Estrategia de Seguridad Marítima de la UE de junio de 2018 en las que, al describir las distintas acciones horizontales, en los apartados B.7 se dedican unas breves reflexiones al Océano Índico que parecen atisbar un despertar lento de la UE respecto a este enclave estratégico del planeta.
