Manejo costero integrado y sustentabilidad en Iberoamérica

Abstract

Al menos 430 millones de personas residirán en el litoral Iberoamericano en el año 2030. Sin duda en este año 2012 la Conferencia de Naciones Unidas sobre Desarrollo Sostenible (Rio+20) reconocerá otra vez el carácter complejo, frágil y estratégico de este espacio geográfico. Pero algo más de fondo parece necesario. Veinte años después de suscrita la Agenda 21 y de establecido en su Capítulo 17 el enfoque y programa de Ordenación integrada y desarrollo sostenible de las zonas costeras y marinas, los avances logrados en la región son mínimos. Los procesos insostenibles que hoy se evidencian de ocupación del suelo, crecimiento desordenado, precarios asentamientos de la población más pobre y marginal en áreas de riesgo, los problemas de erosión, contaminación y degradación ecológica lo confirman. Este libro, dirigido a investigadores y gestores costeros, contribuye mediante el análisis de las políticas públicas sobre Manejo Costero Integrado en España, Portugal, Colombia y Panamá, a identificar las razones que explican esta situación, promoviendo también nuevos elementos de ajuste al enfoque de esta gestión para desvincularlo de las ideas del desarrollo y de la economía estándar.
