Desde la perspectiva de la transparencia como presupuesto de la democracia, el trabajo realiza un análisis de los principios rectores consagrados en el art 5. de la Ley estatal de transparencia sobre la obligación legal de proporcionar aquella información pública actualizada que resulte necesaria para garantizar la transparencia administrativa, sin requerir la previa solicitud por los administrados. El estudio concluye resaltando el importante reto que supone para las Administraciones Públicas la implementación de la publicidad activa.
