Abstract

A interação entre áreas continentais e oceânicas vem sendo discutida há muito tempo na literatura científica. Nesse sentido, os fluxos hídricos, bacias receptoras e oceanos encontram-se interligados, da mesma forma que problemas e soluções também o são. A interação terra e mar leva a um desafio de gestão, pois muitas vezes políticas públicas, programas e/ou projetos tendem a atuar exclusivamente em terra ou no oceano. No Brasil o Programa de Gerenciamento Costeiro (GERCO) vem sendo implementado desde 1988, tendo legislação específica e um conjunto de estratégias e instrumentos definidos. Mais recentemente, o Planejamento Espacial Marinho (PEM) começou a ser discutido no país. O PEM, em muitos casos, tende a ser mais focado em áreas marinhas, não levando em consideração esta interação terra e mar. Neste contexto, o presente artigo visa identificar as oportunidades de integração da base já consolidada do GERCO ao PEM, ressaltando o potencial de integração entre instrumentos de gestão e suas respectivas ferramentas. Para tanto, instrumentos e estratégias de Gerenciamento Costeiro do Brasil foram analisados considerando o potencial de sobreposição ao PEM. Um livro de códigos foi organizado levando em consideração palavras-chave relacionadas ao PEM, adaptando a metodologia para uma análise qualitativa, na qual estas palavras-chave foram localizadas nos instrumentos e estratégias em questão. Os resultados permitem inferir que as estratégias e instrumentos do GERCO têm potencial de contribuir no desenvolvimento do PEM no Brasil nas suas fases de inventário e diagnóstico; prognóstico; implementação, monitoramento e avaliação. Percebe-se a existência de oportunidades de integração em todos os instrumentos analisados, considerando suas peculiaridades em termos de finalidade, método e escala. Considerando que o PEM é um instrumento de ordenamento territorial, embora com as peculiaridades de ser focado no oceano, pode-se inferir que a sua elaboração e implementação pode ser catalisada pelo aproveitamento da experiência e do conhecimento já adquirido ao longo dos mais de 30 anos de gerenciamento costeiro no Brasil.

The interaction between continental and oceanic areas has long been discussed in the scientific literature. In this sense, water flows, receiving basins, and oceans are interconnected, just as problems and solutions are as well. The interaction between land and sea leads to a management challenge, as public policies, programs and/or projects often tend to act exclusively on land or in the ocean. In Brazil, the Coastal Management Program (GERCO) has been implemented since 1988, with specific legislation and a set of defined strategies and instruments. More recently, Marine Spatial Planning (MSP) has started to be discussed in the country. MSP, in many cases, tends to be more focused on marine areas, disregarding this land-sea interaction. This paper aims to identify opportunities to integrate the already consolidated basis of GERCO into MSP, highlighting the potential for integration between management instruments and their respective tools. Coastal Management instruments and strategies in Brazil were analyzed, considering the potential for overlap with the MSP. A codebook was organized taking into account keywords related to MSP, adapting the methodology to a qualitative analysis, in which these keywords were located in the instruments and strategies in question. The results allow us to infer that GERCO’s strategies and instruments have the potential to contribute to the development of the MSP in Brazil in its diagnostic; prognostic; implementation, monitoring and evaluation phases. There are opportunities for integration in all the instruments analyzed, considering their peculiarities in terms of purpose, method and scale. Considering that the MSP is a territorial planning instrument, although with the peculiarities of being focused on the ocean, one can infer that its elaboration and implementation can be catalyzed by the use of the experience and knowledge already acquired over more than 30 years of coastal management in Brazil.
