Abstract

Este artículo aborda algunos planteamientos sobre las representaciones sociales de la diversidad funcional en el ámbito de las políticas sociales en España. El objetivo que se persigue es reflexionar y cuestionar las distintas formas de interpretar la discapacidad. Desde una perspectiva cualitativa utilizamos la investigación narrativa y la trayectoria auto etnográfica para investigar desde la propia práctica profesional. Las principales técnicas de investigación que se han desarrollado han sido la revisión documental y las estrategias de observación. El análisis nos permitió identificar dos enfoques distintos de concebir la noción de discapacidad. Un modelo médico-rehabilitador construido desde la mirada biomédica y un modelo social que define la discapacidad a partir de las barreras que encuentra la persona al interactuar con su entorno. Las principales aportaciones de este trabajo visibilizan ejemplos concretos sobre cómo las políticas de austeridad y los acontecimientos político-económicos en España han ejercido como mecanismos que (re)construyen simbólicamente el significado de la diversidad funcional. Las personas con discapacidad, a partir de la vulneración de sus derechos sociales, han reforzado el discurso del modelo social. El problema de la discapacidad se ha (re)situado en las estructuras sociales, políticas y económicas que actúan como barreras para la participación de las personas con diversidad funcional. Dentro de las conclusiones de este artículo enfatizamos la necesidad de afrontar un cambio definitivo de perspectiva. Este enfoque social debe fundamentarse en el reconocimiento del colectivo como sujetos activos, autónomos y con capacidad plena para decidir sobre sus propias vidas y ejercer sus derechos de ciudadanía.

This article addresses some approaches to the social representations of functional diversity in the field of social policies in Spain. The objective is to reflect and question the different ways of interpreting disability. From a qualitative perspective, we use narrative research and autoethnography to investigate on the basis of our own professional practice. The main research techniques used are documentary review and observation strategies. Our analysis enabled us to identify two different approaches to conceiving the notion of disability: A medical/rehabilitative model focused on the biomedical perspective and a social model that defines disability based on the barriers a person encounters when interacting with their environment. The main contributions of this work show specific examples of how austerity policies and politico-economic events in Spain have acted as mechanisms that symbolically (re)construct the meaning of functional diversity. Having had their social rights violated, people with disabilities have reinforced the discourse of the social model. The problem of disability has been (re)located in the social, political and economic structures that act as barriers to the participation of people with functional diversity. As part of our conclusions, we emphasize the need to perform a definitive change of perspective. This social approach must be based on the recognition of the group as active, autonomous and fully capable individuals that can decide on their own lives and exercise their citizenship rights.
