El seguro de salud en Colombia : ¿cobertura universal?

Abstract

ABSTRACT: This paper pretends to illustrate the reaches of the Law 100 of 1993 relating to the health insurance scope. Here, the most important changes in this aspect are shown, focusing the coverage growth as an automatic effect of the reform and its later stagnation. It is concluded that the dynamics of the scope is highly dependent on the labor market and fiscal adjustment policies, so that, it is very difficult to obtain the enrollment to the social security regime of more people if, on the one hand, the trend of an increasing informality of the employed population is sustained and if the resources for affiliating and taking care of the poor population are diminished or freezed, or, on the other hand, adjustments on the system to facilitate a greater affiliation are not made in order to have other mechanisms that guarantee health social protection.

RESUMEN: Este artículo está destinado a ilustrar los alcances de la ley 100 de 1993 en cuanto a la cobertura del seguro de salud. Se presentan los cambios más importantes en este aspecto, destacándose el aumento de la cobertura como un efecto automático de la reforma y su posterior estancamiento. Se concluye que la dinámica de la cobertura es dependiente del mercado de trabajo y de las políticas de ajuste fiscal, de manera que es muy difícil lograr la incorporación de más personas a la seguridad social si se mantiene la tendencia de una mayor informalidad de la población ocupada y se recortan o congelan los recursos para afiliar y atender a la población pobre o, no se realizan ajustes sobre el sistema para facilitar una mayor afiliación y contar con otros mecanismos para garantizar la protección social en salud.
