Abstract

RESUMEN: En esta Observación, a partir del contexto internacional y teórico, se analiza la cobertura en salud para el caso colombiano. El análisis se concentra en la política, la evolución y el financiamiento de la cobertura. Se destaca que en las dos últimas décadas se ha pretendido afiliar a toda la población al sistema de seguridad social en salud y garantizar un conjunto de prestaciones amplio e igual para todos. Las declaraciones sobre la universalidad ha distado de la realidad del país y, si bien se cuenta con avances importantes, aún se presentan diferencias entre grupos de población y no es claro cómo garantizar la sostenibilidad financiera.
