Abstract

RESUMEN: Esta Observación está destinada a ilustrar las principales novedades de la Comisión y las ganancias que ésta podría ofrecer para un mejor desempeño del sistema. Para esto se hace una revisión sobre los conceptos de autonomía e independencia y algunos índices para aplicarlos a los organismos reguladores, se presenta la experiencia del Consejo en cuanto a su diseño y funcionamiento, se precisan los rasgos de la Comisión y se concluye sobre los avances alcanzados en cuanto a autonomía e independencia, así como las limitaciones y posibles dificultades que se enfrenten a partir del diseño planteado en la Ley 1122.
