Abstract

RESUMEN: En esta Observación se presenta, como producto del proyecto "Organización industrial del seguro público de salud en Colombia", una aproximación a la estructura, la evolución y el comportamiento del mercado conformado por las EPS y las ARS. Estas entidades se toman como unidad de análisis para establecer la configuración del mercado en cuanto a la oferta de aseguramiento en los municipios del país: número de entidades, naturaleza jurídica y cuota de mercado. El análisis se enmarca en los aspectos teóricos y la presentación del marco regulatorio sobre el seguro público de salud; además, se emplean varios indicadores para determinar la concentración del mercado y se sugieren algunos hechos o hipótesis acerca del comportamiento que asumen EPS y ARS para permanecer en el mercado.
