Seguridad ciudadana y homicidio en Medellín

Abstract

RESUMEN: Los autores se aproximan al problema de la violencia homicida en Medellín y a las políticas de seguridad ciudadana a través de las cuales se ha pretendido, simbólica o realmente, responder a esta conducta socialmente negativa. Proponen, inicialmente, una precisión teórica entre los conceptos de seguridad y orden que permita establecer las contradicciones, confusiones y riesgos que ha implicado esa respuesta institucional, materializada en lo que se ha denominado genéricamente programas o planes de seguridad ciudadana. También presentan algunas consideraciones descriptivas y críticas sobre el homicidio en la ciudad y un conjunto de advertencias necesarias para elaborar un diagnóstico o para conducir instrumentos y medidas de control.
