RESUMEN: Las acciones afirmativas son mecanismos de intervención por parte del Estado para contrarrestar las desigualdades y/o la discriminación histórica que han sufrido grupos poblacionales a lo largo del tiempo. Con ello se busca que la igualdad trascienda lo formal y se convierta en algo material que pueda ser vivido por parte de la población. Este tipo de acciones en la contratación estatal, se enfocan en profundizar esas acciones, estableciendo requisitos concretos al interior de los procesos contractuales en los cuales se establece algún tipo de preferencia respecto de los contratistas que incluyan en el proceso la incorporación de personas que hagan parte de algún grupo social discriminado o excluido
ABSTRACT: Affirmative actions are mechanisms of intervention by the State to counteract inequalities and / or historical discrimination that population groups have suffered over time. With this, it is sought that equality transcends the formal and becomes something material that can be experienced by the population. These types of actions in state contracting are focused on deepening these actions, establishing specific requirements within the contractual processes in which some type of preference is established with respect to contractors that include in the process the incorporation of people who are part of from a social group discriminated against or excluded.
