Concentración de tierras, paz territorial e impuesto predial rural en Antioquia

Abstract

RESUMEN: Tras la firma del Acuerdo Final entre el Gobierno y las Farc-ep se han promovido múltiples políticas que permitan la transformación del campo en aras de la construcción de paz en los territorios. Una de ella es usar la política tributaria a través de aumentos en las tarifas prediales rurales como vía para modificar la alta concentración de la propiedad rural. En este trabajo se explora la relación entre conflicto, tarifas prediales y concentración de tierras a través de una metodología cuantitativa con datos para 125 municipios de Antioquia. Los resultados sugieren que existe una relación positiva entre las tarifas prediales y el Gini de tierras en los municipios de Antioquia. Diferentes vías explican este resultado: las altas tasas de informalidad en la titulación de la tierra, el poder de facto de las élites terratenientes, los incentivos sobre el mercado de tierras y la descentralización fiscal.

ABSTRACT: After the signing of the Final Agreement between the Government and the Farc-ep, multiple policies have been promoted that allow the transformation of the countryside for the sake of building peace in the territories. One of them is to use the tax policy through increases in rural property rates as a way to modify the high concentration of rural property. This paper explores the relationship between conflict variables, land rates and land concentration through a quantitative methodology with data for 125 municipalities in Antioquia. The results suggest that there is a positive relationship between land rates and the land Gini in the municipalities of Antioquia. Different ways explain this result: high informality rates in land titling, de facto power of landowning elites, incentives on the land market and fiscal decentralization.
